At Monday night's committee of the whole meeting he brought along a draft resolution to send to Simcoe County asking for a review of how collection costs are decided.
The Green Briar and Briar Hill area councillor argues there are over 100 homeowners in his ward paying for waste management who receive no pick-up service.
Mayor Mike MacEachern said peeling back the onion of how waste management costs are figured out is confusing.
"It certainly isn't as simple as I anticipated it was," said MacEachern.
Coun. Jim Stone doesn't like the idea of sending the resolution to county staff. He said it gives the impression the town isn't satisfied with the status quo, and he is.
Stone questions where the line between fairness and taxation should be drawn.
"It's not fair I pay education taxes and it's been 25 years since my children have been in any type of school," said Stone.
Asking for the review is being proactive, according to Egan. He said before town council has a discussion on waste management charges, or people show up at a council meeting asking for the information, it's best to have options available from the county.
